My Outlook On Mac Stops Updating My Email For Days

I am having issues with my Outlook.com email syncing to my MacBook. The problem is the same whether I use Outlook 2016 for Mac or Mac Mail. The issues began after I turned on two-factor authentication, however, I turned it off two days ago with no correction of the problem. I have contacted Microsoft Support Desk to help me with the Outlook 2016 for Mac and Apple to help with the issue of Mac Mail. In both instances, no concrete solutions were established. I have even reinstalled my entire OS but the issue is still there. 13' MacBook Pro with OS X 10.10.5 (fresh install) Outlook.com email not syncing properly with either Mac Mail or Outlook 2016 for Mac.

My emails are never up to date. I also have 2 Gmail accounts and 1 iCloud accounts and they sync perfectly in both apps.
