While Mupen64 was originally designed to follow Zilmar’s plugin specs, in recent years Richard42g has started to re-write it as his own, this creates problems for getting any plugin that conforms to Zilmars specs to work out of the box with Mupen64 plus. However thankfully Richard42g does keep a nice group of plugins up to date that follow his specs and as of late has been trying to get the latest Glide64 to work properly with the emulator.

I have several games I want to practice with save states etc. Even dumping your own ROMs are considered to be illegal under United States law. The grey area you're talking about is grey because there hasn't been enough precedent in the courts to determine whether or not emulation of illegally copied games is legal. Emulation itself has been shown to be legal thanks to the Bleem! Court case, even for commercial purposes, barring the use of any other illegal properties such as copyrighted code. Practically though, nobody cares that you're emulating, and being against the idea is prudish at best. From a security standpoint, the only safe emulators are free and open-source software.
Mupen64Plus is an example of this, but it's a pain to set up because of its command-line and plugin-based nature. However, this is irrelevant to certain community rules, who continue to use the proprietary Project64 despite those in the emulation community considering the project as healthy as a coal factory, in terms of stable leadership, quality of updates, and so on. Every version after 2.0 also been banned from SpeedRunsLive. You are allowed to use any other N64 emulator in the IRC channel.
